Tragedy of the Commons

Knowledge itself is not consumed; verification, attention and stewardship can be.

Hardin’s pasture is not a general law that shared resources always fail. Ostrom showed that commons can be governed. For knowledge systems, the first question is more fundamental: which shared resource is genuinely rival, congestible or depletable?

Knowledge itself is not consumed; verification, attention and stewardship can be.

The storyHow the case arises and how it can mislead our thinking.

In Hardin’s model, each herder receives the full private benefit of an additional animal while the damage from overgrazing is distributed across all users. Without appropriate governance, the shared pasture may be overused.

What do we know?Evidence, research, critical insights and what remains unknown.

Ostrom’s research shows that shared resources can be governed under suitable institutional conditions. Open access without appropriate rules is not the same as a governed commons.

What is the mechanism?Which explanation best fits what we observe.

Overappropriation requires a genuinely subtractable or congestible shared resource and externalised depletion/congestion costs. The resource must therefore first be identified in ontologically appropriate terms.

What does AI change? How AI may amplify the mechanism or make it visible.

AI transfer to investigate: AI lowers content-generation costs and may cause demand for scarce verification to grow faster than capacity. This fits a commons mechanism only if users gain privately while shifting part of their verification burden onto others.

What do we want to test? The specific question we want to investigate further.

Proposed test, not yet conducted: Hold verification capacity constant when comparing unconstrained AI generation, consequence-based review and stewardship. Test additional verification capacity in a separate condition. Measure verified coverage, latency and backlog.

What do we take away? What this case provisionally means — and where its limits lie.

Knowledge is not grass. Identify the scarce supporting resource before making a commons claim.

Name the scarce resource, such as review time or attention. Knowledge itself is not automatically rivalrous. Open access without suitable rules differs from a governed commons.

Hardin describes the pasture model; Ostrom distinguishes resource types and forms of collective governance. The connection to capacity for checking AI output is a hypothesis.
